रणदीप सिंह सुरजेवाला ने पत्रकारों को संबोधित करते हुए कहा कि अखिल भारतीय कांग्रेस कमेटी की इस विशेष पत्रकार वार्ता में आप सबका बहुत-बहुत स्वागत है। आज देश पर आर्थिक और सामरिक दोनों तरह से संकट की घड़ी है। ऐसे समय में जब देश के जनमानस घरेलु स्तर पर आर्थिक विपदा का सामना कर रहे हैं, जिसमें भारत की सरकार उनके साथ खड़े होने, उनका हाथ पकड़ने और उनकी मदद करने में पूर्णतया विफल साबित हुई है। दूसरी तरफ, हमारे 20 बहादुर जवानों की वीरगति, उनकी शौर्यगाथा ने भारत माता को गौरवान्वित किया, हर देशवासी को गौरवान्वित किया, पर हमारी सरकार सीमा पर आए इस संकट से निपटने में एक बार फिर पूर्णतया नाकामयाब साबित हुई है। तीसरी तरफ, कोरोना की महामारी, जिस प्रकार से इस महामारी ने देश के आम जनमानस पर संकट लाया है, वो अपने आप में गहन चिंता का विषय है।

 

 

 

इन तीनों विषयों पर व भारत की अर्थव्यवस्था में आई हुई मंदी पर आज एक विशेष बैठक कांग्रेस कार्यसमिति की हुई, जिसकी अध्यक्षता श्रीमती सोनिया गांधी जी ने की।इसके अंदर पूर्व प्रधानमंत्री डॉ. मनमोहन सिंह जी, पूर्व कांग्रेस अध्यक्ष श्री राहुल गांधी जी व कांग्रेस कार्यसमिति के हर सदस्य, प्रदेश के कांग्रेस के मुख्यमंत्रियों व अन्य वरिष्ठ साथियों ने अपनी सहभागिता की। इसकी कार्यवाही को लेकर आज हमारे संगठन महासचिव श्री केसी वेणुगोपाल जी और मैं आपके बीच में उपस्थित हैं। मैं बगैर विलंब के श्री केसी वेणुगोपाल जी से अनुरोध करुंगा कि वो इसकी कार्यवाही की जानकारी आपको पहले अंग्रेजी में देंगे, फिर उसका एक संक्षिप्त रुपांतरण मैं हिंदी में दूंगा।

 

 

 

Shri K.C. Venugopal said- Dhanyawad Randeep Ji, Good Evening dear friends! Hope you all are safe and secure. All the CWC members along with our all Chief Ministers were present in the meeting. Actually, this is 3rd meeting of Congress Working Committee during this pandemic period. In previous two meetings, we had detailed deliberations about the Covid-19 pandemic situation. Today, along with that issue, we had discussion about the Chinese transgression and the petrol-diesel price hike. Congress President gave an initial remarks, I think, that statement is already with you. Our Communication Department has already circulated that statement with introductory remarks of Hon’ble Congress President, after that Hon’ble Dr. Manmohan Singh Ji, former Prime Minister and former Congress President Shri Rahul Gandhi also spoke in CWC, then former Defence Minister Antony ji briefed about the Chinese transgression issue to the Working Committee, then former Union Health Minister Ghulam Nabi Azad Sahib briefed about the pandemic situation, Chidambaram Ji, former Finance Minister explained the situation of economic crisis during this pandemic period also.

 

Before starting the meeting, we paid homage to our brave soldiers, who have made the supreme sacrifices for the country in this Chinese transgression. After that, we unanimously adopted 3 statements on 3 different issues, that’s why Randeep Ji has already pointed out that. We will read and circulate these three statements, first of all I will read the statement of Chinese transgression and first of the things, we will circulate it because we don’t want to delay much for this Press Conference, after that Randeep Ji will give Hindi versions and we will take your questions also. I am directly going to read out the first resolution.

 

“The Congress Working Committee (CWC) remembers and salutes the memory of Col. B Santosh Babu and our twenty brave soldiers of the 16 Bihar Regiment for their supreme sacrifice for the country. The nation will always remember, with respect and gratitude, their valour and martyrdom.

 

The CWC reiterates the unwavering solidarity of the Indian National Congress to our Armed Forces and assures support to the Government for steps taken to safeguard national security and India’s territorial integrity.

 

The CWC is proud of our Armed Forces for their commitment, unfailing courage and sacrifices made in the service of our country.

 

[I]         The CWC observes with grave concern the numerous reports of brazen Chinese transgressions into the Galwan Valley, the Pangong Tso Lake Area and the Hot Springs. Let no one, including the Chinese, be in doubt that these are inalienable and integral parts of India’s sovereign territory.

 

For China to make audacious claims over our territory, including the Galwan Valley, by resorting to unilateral and unprovoked acts of transgression and incursion, simply cannot be tolerated or accepted. The Central Government is duty bound to protect every inch of our territory and repulse every intrusion firmly and decisively.

 

[II]        The Indian National Congress has consistently raised the issue of protecting and defending our territorial integrity against Chinese intrusions since May. The only replies by the Government and its allies were in the form of denials, disinformation and diversions. The facts emerging now are in direct contrast to the narrative that the Government is seeking to propagate to the people.

 

The contradictions within the Government stand exposed. The Defence Minister, the External Affairs Minister and the Ministry of External Affairs (On June 3, June 17 and June 20, 2020, respectively) have repeatedly referred to the “sizeable presence of Chinese soldiers”; “hindering India’s normal patrolling” since early May 2020; attempts by China to “transgress the LAC in other areas of the Western Sector of the India-China Border areas” in mid-May 2020;  and the erection by the Chinese side of “structure in Galwan valley on our side of the LAC” post June 6, 2020.

 

These official statements were contradicted by the Prime Minister on June 19, 2020 when he declared that “No one has intruded into Indian territory”. The very next day on June 20, the Ministry of External Affairs issued a statement contradicting the Prime Minister once again.

 

The Prime Minister’s statement of denying any Chinese intrusion has had far reaching implications. The Prime Minister cannot allow his words to be used by the Chinese as a vindication of their position, when it is clear that the brazen transgressions into our territory were committed by them and our armed forces were, and are, steadfastly and resolutely defending our territorial integrity.

 

In our democracy, it is the right and duty of opposition to raise questions and seek clarity from the government, when the country is confronted with a grave threat to its security. Equally, it is incumbent upon the government to be receptive of expressed concerns and respond with sincerity to the questions raised by the opposition. The CWC is obliged to ask the following questions from the Central Government:-

 

1.         On how many occasions have transgressions been committed or attempted by the Chinese forces into our territory in the Galwan Valley and the Pangong Tso Lake Area since April-May 2020?

 

2.         Why did the Prime Minister state at the All-Party meeting that “no one has intruded into our territory”? Why were these words deleted by the PMO from its official statement of June 19, 2020, on being questioned by the Congress and other opposition parties? Why was the PMO then forced to give an explanation on June 20, 2020?

 

3.         Why did the Prime Minister contradict the earlier statements of his own Defence Minister and the External Affairs Minister on Chinese incursions?

 

4.         Why is the statement of Ministry of External Affairs dated June 20, 2020 in conflict with the Prime Minister’s statement? If there was no intrusion by the Chinese into our territory as claimed by the Prime Minister, why has the Ministry of External Affairs in its statement issued in the evening of June 20, 2020 pointed out that the Chinese side had been “hindering India’s patrolling” since early May 2020,  China has attempted to “transgress the LAC in other areas of the Western Sector of the India-China Border areas” in mid-May, and that the Chinese side sought to erect structures “on our side of the LAC” post June 6, 2020?

 

5.         What steps will the Government take to ensure restoration of status quo ante?

 

[III]       India’s territorial integrity is non-negotiable. The CWC hopes that the PM will uphold his promise that the sacrifice of our brave soldiers will not go in vain. Congress Party remains firmly committed for building a strong national consensus to defend India’s national interest and defeat the nefarious designs and agenda of China.”

 

This is the first resolution.

 

CWC STATEMENT on Covid pandemic situation- “The Congress Working Committee (CWC) is deeply concerned that India’s COVID-19 infection curve is rising exponentially, instead of flattening. Health experts suggest that peak of the infection has not even been reached. We express our deepest condolences to the families of more than 14,000 people, who lost their loved ones to the pandemic.

 

 

 

The CWC places on record its deep appreciation and gratitude to the CORONA warriors – our doctors, our nurses, our paramedics and hospital staff, out Asha & Anganwadi workers, our police personnel, our safai karamcharis and others – who have tirelessly served by risking their own lives.

 

 

 

It is shocking that our country has registered the last one lakh positive cases in just eight days and we are now seeing 15,000 new cases nationwide on a daily basis.

 

 

 

The capacity of our hospitals in major cities is being severely tested, our health workers are stressed and overburdened, and the Union government seems to have abandoned its responsibilities and passed the buck to the states, without offering adequate support. Many patients are being denied treatment or not able to afford it.

 

 

 

Extraordinary times require extraordinary measures.  The CWC urges the Centre to provide immediate relief for those paying exorbitant prices for COVID-19 treatment in private hospitals by capping the prices. The government must ensure price control and easy availability of the drugs approved as lines of treatment for COVID and check the astronomically high prices and ongoing black marketeering. The CWC also notes that insurance companies are not coming forward to support or cover the COVID19 treatment leading to hapless patients being financially stranded in times of pandemic. The government and the insurance regulator must take all steps necessary to control the situation and impose heavy penalties on defaulting insurance companies.

 

 

 

The CWC wants to draw attention to the fact that after more than four months into the pandemic, it is astonishing that the Modi government has not unveiled a coherent strategy on reducing fatalities, increasing testing, contact tracing and ensuring social distancing and safety for the most vulnerable population. There is no nationwide data on available hospital beds and ventilators and no clarity on future capacity planning. There is absolutely no sense of urgency or a credible plan to expand our beleaguered health workforce with quick recruitment of young doctors, nurses and other health workers. Our citizens need a health workforce to deliver public health and health care services effectively and expeditiously.

 

 

 

The PM CARES fund continues to be woefully under-utilised and administered without any transparency whatsoever. The testing protocols set by ICMR keep changing. The recent introduction of antigens testing with lower sensitivity than RT-PCR tests has only added to the policy confusion. Neither is there consistency and transparency on testing data. There have been no awareness campaigns by the Union government to ensure correct masking protocol and social distancing as reports of limited public awareness continue to hit headlines.

 

 

 

To tackle the pandemic effectively, the CWC urges the Centre to engage and enable all sections of society to work together with synergy and speed. Participation of citizenry, voluntary organisations, panchayats and elected urban local bodies has been visible only in a few parts of the country. The NGOs qualifying and willing to provide full facilities of Grade-1 must be involved by the government in the healthcare effort. 'Sab ka saath' requires 'Sab ka haath' in this national effort. Unify, do not divide. Protect all, do not discriminate.

 

 

 

An area of serious concern is complete absence of SOP in expeditious handing over of bodies of COVID victims and their cremation by fully respecting their dignity and sentiments of loved ones. Government must set up a protocol for immediate handing over of bodies to the families and their expeditious cremation with full honour and respect.

 

 

 

It is time that the Modi government discussed all these issues threadbare, take the nation into confidence and safeguard Indian lives and livelihoods with concrete action instead of ‘empty words'. To be 'atmanirbhar' as a nation and to combat COVID-19, the Modi government must draw upon this great nation’s strength, not undermine it.”

 

 

 

CWC Statement on Petrol- Diesel hike - “[I]        The CWC expresses its shock and concern over the repeated and unjust increases in petrol and diesel prices as also excise duty over the last three months of the lockdown. These extortionate increases have been inflicted on the Indian people by the Central Government at a time when they are facing unprecedented economic challenges as a result of the Covid-19 pandemic.

 

 

 

The CWC notes that despite numerous protestations and a widely reported request by the Congress President to draw the Prime Minister’s attention to the sheer insensitivity and callousness of such a move, the Central Government has raised petrol and diesel prices on 17 days in a row without any justification. All in all, prices of petrol and diesel as also the excise duty thereupon has been raised on 19 separate occasions since March 14th, 2020.

 

 

 

The CWC notes that the Central Government is profiteering by fleecing the people of India. This is illustrated starkly by the fact that the Central Government has increased the excise duty on petrol from Rs. 9.20 per liter and on diesel from Rs. 3.46 per liter in 2014 to an additional Rs. 23.78 per liter on petrol and an additional Rs. 28.37 per liter on diesel. This translates to an inconceivable 820 percent hike in excise duty on diesel and 258 percent increase in excise duty on petrol.

 

 

 

The CWC condemns these increases in the prices of petrol and diesel as sheer exploitation of an already beleaguered people and an act that unjustly enriches the Government at the cost of our people struggling with rising unemployment, deep income shortfalls and significant salary cuts.

 

 

 

The CWC reminds the Government of its ‘Raj Dharma’. No Government should levy and impose such unacceptable strain on its people at a time when the economic impact of a global pandemic is devastating businesses, rapidly eroding the incomes and savings of the middle class, and farmers are struggling to sow the crop for the Kharif season. If the Government does not alter the course on this ill-advised trajectory then it will have the ruinous consequence of pushing many middle-income households to the margins of poverty and pushing the poor to total economic ruin.

 

 

 

[II]        The CWC notes that the aforementioned consequences are eminently avoidable especially given the historically low global oil prices over the last six years (as low as one fifth of the prevailing price during the UPA’s term and close to the price of oil in 2004). 

 

 

 

In other words, instead of passing on the benefit to the citizens, as done by its predecessors in office, the Government has chosen to increase the excise duty on petrol 12 times in six years and has collected a staggering Rs. 18,00,000 crores approximately from excise collection on petrol and diesel alone in the last six years. The CWC reminds the Government that this money belongs to the people and taxes and duties exist to serve the interests of the people. Every increase in the prices of diesel and petrol as also increase in excise duty, especially during a pandemic, marks an act of administrative apathy and injustice.

 

 

 

The CWC reminds the Government that the Nation is reeling under unprecedented and severe health and economic stresses. The CWC points to the fact that before the nation entered the lockdown, the average price of petrol in Delhi was Rs.69.60 per liter. It is now Rs.79.76.  Diesel was priced at Rs.62.30 per liter before the lockdown and is now Rs.79.40. The increase speaks for itself.

 

 

 

The CWC demands that the Central Government roll back these thoughtless increases with immediate effect and pass on the benefit of low oil prices directly to the citizens of this country. 

 

 

 

[III]       The CWC further acknowledges the crucial and widely appreciated role that the Food Security Act and the Mahatma Gandhi National Rural Employment Guarantee Act have played in this time of acute distress.  The CWC joins those voices asking for an increase in guaranteed workdays under MGNREGA from 100 to 200.

 

 

 

The CWC also asks that all data about the dispersal of rice, wheat and millets through PDS ration shops (under the Food Security Act) be uploaded on a database so that implementation can be streamlined and areas of food insecurity can be identified and reached rapidly.

 

 

 

The CWC also calls upon the Central Government to extend the special provision for 5kg additional food grains per person per month (to families under the Antyodaya Anna Yojana and priority households) for the months of June till September 2020, at the very least. The CWC also requests that the special provision for 5kg additional food grains per person per month for migrants not entitled to food grains under any other Central or State Scheme to be extended till the month of September 2020 as well. The CWC also calls upon the Government that temporary ration cards may be provided to all those currently not falling in any beneficiary lists so that the widest possible base for these entitlements can be targeted.

 

 

 

The CWC also urges upon the Central Government to consider a direct cash transfer to the poorest of the poor. If the Government is serious about kickstarting the economy and reviving consumption/demand, then it must do more than announce a package which is less than 0.8% of GDP and consists largely of loan options. The CWC urges the Government to inject confidence in the economy by injecting cash, through the DBT mechanism, in the accounts of the poor.

श्री सुरजेवाला ने कहा कि जैसा श्री केसी वेणुगोपाल जी ने कहा कि तीन महत्वपूर्ण प्रस्ताव अखिल भारतीय कांग्रेस कमेटी की कांग्रेस कार्यसमिति की इस “विशेष बैठक” में पारित हुए। आज जिस प्रकार से 17 दिन से शर्मनाक तरीके से पेट्रोल और डीजल के दाम भारत सरकार ने लगातार बढ़ाए हैं, इस पर गहन चिंता कांग्रेस कार्यसमिति ने व्यक्त की, प्रकट की और ये भी सरकार को याद दिलाया कि 6 साल में 12 बार से अधिक पेट्रोल और डीजल पर एक्साइज ड्यूटी बढ़ाकर मोदी सरकार 18 लाख करोड़ रुपए अतिरिक्त कमा चुकी है। कांग्रेस कार्यसमिति ने यह कहा कि 18 लाख करोड़ रुपए आज संकट की इस घड़ी में देश की जनता के लिए क्यों नहीं इस्तेमाल किया जा रहा है? कांग्रेस कार्यसमिति ने सरकार से यह भी पूछा कि 17 दिन लगातार पेट्रोल और डीजल के दाम बढ़ाने, 5 मई को पेट्रोल और डीजल पर 10 रुपए और 13 रुपए प्रति लीटर क्रमश: एक्साइज ड्यूटी बढ़ाने और 5 मार्च, 2020 को 3 रुपए प्रति लीटर पेट्रोल और डीजल के दाम बढ़ाने के पीछे इस महामारी के दौर में सरकार की दुर्भावना क्या है? क्या सरकार जनता की मदद कर रही है या पेट्रोल और डीजल से पैसे कमा कर आज जब जनता संकट में है, 130 करोड़ लोग गंभीर आर्थिक संकट का सामना कर रहे हैं, तो उनके साथ य़े दुर्व्यवहार क्यों कर रही है?

 

कांग्रेस कार्यसमिति ने मनरेगा में 200 दिन के काम की वकालत की और साथ में यह  भी कहा कि संकट की इस घड़ी में जो मुफ्त भोजन का प्रावधान था, उसे 30 सितंबर, 2020 तक अवश्य जारी किया जाए। 20 लाख करोड़ “जुमले पैकेज” की चर्चा करते हुए कांग्रेस कार्यसमिति ने भारत सरकार से ये आग्रह भी किया कि 1 प्रतिशत से कम या 0.8 प्रतिशत का पैकेज ना उद्योग धंधे की मदद करेगा, ना लघु और सूक्ष्म उद्योग की मदद करेगा और ना देश में खपत की शुरुआत कर पाएगा। इसलिए सरकार को लोगों के हाथ में सीधा पैसा हस्तांतरण करने के लिए अवश्य सोचना चाहिए।

 

कोविड़-19 महामारी पर कांग्रेस कार्यसमिति ने प्रस्ताव पारित करते हुए सरकार की व्यापक विफलताओं, सरकार की गैर तैयारी और जिस प्रकार से बार-बार जो लॉकडाउन किया गया वो पोज बटन था, इसको सरकार के द्वारा किस प्रकार से वेस्ट कर दिया गया, वो मौका खो दिया गया, उस पर अपनी गहन चिंता व्यक्त की। जिस प्रकार से आज अस्पतालों में अनाप-शनाप दाम पर इलाज किए जा रहे हैं और सरकार मूकदर्शक बनी है, कांग्रेस कार्यसमिति ने आह्वान किया कि सरकार आगे बढ़कर प्राईवेट अस्पतालों की प्राईसिंग पर कैप लगाए, ताकि आम जनमानस को लूटा ना जाए। कोरोना की महामारी के इलाज के लिए जिन दवाइयाँ की अनुमति दी गई है या मंजूर की गई हैं, उनकी खुलेआम ब्लैक मार्केटिंग हो रही है और सरकार उस पर लगाम नहीं लगा रही। इसके बारे में कांग्रेस कार्यसमिति ने सरकार को आगाह किया।

 

जिस प्रकार से जब कोरोना से ग्रस्त लोग अस्पतालों में इलाज के लिए जा रहे हैं, उनके इलाज का पैसा देने की बजाए, उसके भुगतान से इंश्योरेंस कंपनियां मुँह मोड़ रही हैं, उसका संज्ञान लेते हुए कांग्रेस कार्यसमिति ने स्पष्ट तौर से सरकार को ये कहा कि वो इंश्योरेंस रेगुलेटर जो इस महामारी के संकट में आर्थिक कुएं में मरीजों को धकेल रहे हैं, इलाज के पैसे का भुगतान ना करके, उन इंश्योरेंस कंपनियों के खिलाफ गंभीर जुर्माना लगाया जाए या अन्य कार्यवाही की जाए। जिस प्रकार से जिन परिवारों ने 14 हजार से अधिक प्रियजन कोरोना की इस महामारी में खो दिए हैं, उनके साथ अपनी सहानुभूति व्यक्त करते हुए कांग्रेस कार्यसमिति ने उनके अंतिम संस्कार जो सम्मानपूर्वक तरीके से होना चाहिए और उनके शवों को कई-कई दिनों तक अस्पतालों से प्रियजनों और परिवारजनों को ना देने के बारे में चिंता जताते हुए एक स्टेंडर्ड प्रोटोकोल स्थापित करने के बारे में कहा।

 

कांग्रेस कार्यसमिति ने ये चिंता भी जताई कि जिस प्रकार से भारत सरकार ने कोरोना महामारी से लड़ाई लड़ने में पूर्णतया अपना पल्ला झाड़ लिया है और बगैर किसी आर्थिक मदद के यह सारी जिम्मेदारी प्रांतों को सौंप दी है, ये अनुचित भी है, अन्यायपूर्ण भी है और कोरोना की महामारी के खिलाफ लड़ाई को कमजोर करने वाला मोदी सरकार का कदम है। मोदी सरकार को आगाह करते हुए कांग्रेस कार्यसमिति ने ये उम्मीद जताई कि देर से ही सही, कम से कम कोरोना की इस महामारी की लड़ाई में प्रांतीय सरकारों को संपूर्ण आर्थिक सहायता दी जाएगी और प्रांतीय सरकारों के साथ-साथ पंचायतों, जिला परिषदों, पंचायत समितियों, नगर पालिकाओं, नगर परिषदों, नोन गवर्मेंट ऑर्गनाइजेशन और धार्मिक संस्थानों को जो ये सेवा कर सकते हैं और जहाँ ग्रेड वन की एनजीओ पूरी सुविधाएँ दे सकती हैं, उनको इस कोरोना महामारी की लड़ाई में जोड़ा जाए।

 

जिस प्रकार से एंटीजन टेस्ट के मापदंडों को कम किया जा रहा है, उस पर भी कांग्रेस कार्यसमिति ने गहन चिंता व्यक्त की व सरकार से अनुरोध किया कि इन सारे मामलों को लेकर जो आज कांग्रेस कार्यसमिति के द्वारा उठाए गए हैं, इन पर मोदी सरकार एक व्यापक मंत्रणा कर इसका हल निकालने का प्रयास करे।

 

जैसा श्री केसी वेणुगोपाल जी ने कहा कि भारत-चीन सीमा पर जो विकट स्थिति बनी है, उसको लेकर एक व्यापक प्रस्ताव पारित किया गया और उन दोनों प्रस्तावों की जिनकी मैंने चर्चा की, उसके साथ-साथ इस प्रस्ताव के मसौदे को मैं आपको पढ़कर बताना चाहूंगा।

 

कांग्रेस कार्यसमिति 16 बिहार रेजिमेंट के कर्नल बी. संतोष बाबू एवं हमारे बीस साहसी जवानों के, देश के लिए दिए गए सर्वोच्च बलिदान को याद करती है व उन्हें सलाम करती है। पूरा देश उनके अदम्य साहस व शहादत को सम्मान व कृतज्ञता के साथ सदैव याद रखेगा।

 

कांग्रेस कार्यसमिति पुनः दोहराती है कि भारतीय राष्ट्रीय कांग्रेस दृढ़ संकल्प के साथ भारतीय सेना के साथ खड़ी है व भारत की राष्ट्रीय सुरक्षा तथा भूभागीय अखंडता के लिए उठाए गए सरकार के प्रयासों में अनावृत सहयोग देने के लिए वचनबद्ध है।

 

देश सेवा में प्रतिबद्ध हमारी सेना के अदम्य साहस व बलिदान पर कांग्रेस कार्यसमिति को गर्व है।

 

1.गलवान घाटी, पैंगोंग त्सो झील और हॉट स्प्रिंग्स के भारतीय इलाकों में जबरन चीनी घुसपैठ की अनेक खबरों पर कांग्रेस कार्यसमिति गहन चिंता व्यक्त करती है। चीन सहित किसी को भी इस बात में संदेह नहीं होना चाहिए कि ये इलाके भारत के अखंड भूभाग के अभिन्न व अविभाज्य हिस्से हैं।

 

मनमाने व अकारण अतिक्रमण एवं घुसपैठ द्वारा गलवान घाटी सहित हमारे भूखंड पर दावा करने का चीनी दुस्साहस न तो सहन किया जाएगा और न ही स्वीकार्य है। हमारे देश की एक-एक इंच जमीन की रक्षा करने एवं हर घुसपैठ को दृढ़ता एवं निर्णायक रूप से नाकाम करने के लिए केंद्र सरकार कर्तव्यबद्ध है।

 

2.भारतीय राष्ट्रीय कांग्रेस ने मई से लेकर आज तक अनेकों बार चीन की घुसपैठ के विरुद्ध हमारी भूभागीय अखंडता की रक्षा एवं सुरक्षा का मामला उठाया है। पर सरकार एवं सरकार के सहयोगियों ने प्रत्युत्तर में केवल हर बात को खारिज करने, गुमराह करने व भ्रमित करने की नीति अपनाई। सामने आ रहे तथ्य, सरकार द्वारा जनता को परोसी जा रही कहानी के बिल्कुल विपरीत हैं।

 

सरकार के अंदर के विरोधाभास खुलकर सामने आ गए हैं। रक्षा मंत्री, विदेश मंत्री एवं विदेश मंत्रालय द्वारा (क्रमशः 3 जून, 17 जून एवं 20 जून, 2020 को) मई, 2020 से ‘‘बड़ी संख्या में चीनी सैनिकों की मौजूदगी’’; मई, 2020 की शुरुआत से ‘‘भारतीय सेना की सामान्य पैट्रोलिंग को बाधित करने’’; मई, 2020 के मध्य से चीन द्वारा ‘‘भारत-चीन सीमावर्ती इलाकों के पश्चिमी सेक्टर के अन्य इलाकों में एलएसी को पार कर घुसपैठ करने’’; तथा 6 जून, 2020 के बाद चीनियों द्वारा ‘‘गलवान घाटी में एलएसी को पार कर हमारे हिस्से में ढांचा खड़ा करने’’ के बारे में बार बार बयान दिए गए।

 

इन आधिकारिक बयानों के विपरीत, प्रधानमंत्री ने 19 जून, 2020 को कहा कि ‘‘भारतीय सीमा में किसी ने घुसपैठ की ही नहीं‘’। उसके अगले ही दिन, 20 जून की शाम को विदेश मंत्रालय ने एक बयान जारी कर एक बार फिर प्रधानमंत्री के बयान का खंडन कर दिया।

 

चीनी घुसपैठ को सिरे से खारिज करने के प्रधानमंत्री के बयान के दूरगामी प्रभाव हैं। प्रधानमंत्री को अपने शब्दों से चीन के षडयंत्रकारी रुख को बल नहीं देना चाहिए, खासतौर से जब यह साफ है कि उन्होंने हमारी सरजमीं पर घुसपैठ की तथा हमारे सैनिक हमारी भूभागीय अखंडता व संप्रभुता की दृढ़ता व अटलता से रक्षा कर रहे थे और आज भी कर रहे हैं।

 

हमारे प्रजातंत्र में विपक्ष का यह कर्तव्य व अधिकार है कि जब सरकार के समक्ष देश की सुरक्षा को लेकर गंभीर खतरा हो, तो वो सवाल उठा सरकार से देशहित में स्पष्टीकरण मांगे। साथ ही, सरकार की जिम्मेदारी है कि वह विपक्ष द्वारा व्यक्त चिंताओं का समाधान करे एवं विपक्ष द्वारा पूछे गए सवालों का ईमानदारी से जवाब दे। कांग्रेस कार्यसमिति केंद्र सरकार से निम्नलिखित सवाल पूछना चाहती है:-

 

1. अप्रैल-मई 2020 से अब तक गलवान घाटी और पैंगोंग त्सो झील में हमारी सरजमीं पर चीनी सेना द्वारा कितनी बार घुसपैठ की गई है व घुसपैठ की कोशिश की गई?

 

2. प्रधानमंत्री ने सर्वदलीय बैठक में यह क्यों कहा कि ‘‘हमारी सरजमीं पर किसी ने घुसपैठ नहीं की’’। कांग्रेस पार्टी एवं अन्य विपक्षी दलों द्वारा पूछे जाने पर पीएमओ ने 19 जून, 2020 के अपने आधिकारिक बयान से इन शब्दों को क्यों हटा दिया? पीएमओ को 20 जून, 2020 को इसका स्पष्टीकरण देने को मजबूर क्यों होना पड़ा?

 

3. प्रधानमंत्री ने चीनी घुसपैठ के मामले में अपने रक्षामंत्री एवं विदेश मंत्री द्वारा दिए गए बयानों के विपरीत बयान क्यों दिया?

 

4. फिर, विदेश मंत्रालय का 20 जून, 2020 का बयान प्रधानमंत्री के 19 जून, 2020 के बयान के विपरीत क्यों है? प्रधानमंत्री के बयान के अनुसार तो चीनी सेना द्वारा हमारी जमीन में कोई घुसपैठ नहीं की गई, तो फिर विदेश मंत्रालय ने 20 जून, 2020 की शाम को बयान जारी करके यह क्यों कहा कि चीनी सेना मई 2020 की शुरुआत से ही ‘‘भारतीय सेना की पैट्रोलिंग में बाधा डाल रही थी’’, चीन ने मई, 2020 के मध्य में ‘‘भारत चीन सीमावर्ती इलाकों के पश्चिमी सेक्टर के अन्य हिस्सों में एलएसी को पार कर घुसपैठ करने’’ का प्रयास किया, तथा चीनी 6 जून, 2020 के बाद ‘‘एलएसी को पार कर हमारे इलाके में ढांचा खड़ा करने’’ का प्रयास कर रहे थे?

 

5. सरकार पूर्व की यथास्थिति बहाल करने के लिए क्या कदम उठाएगी?

 

भारत की भूभागीय अखंडता से कोई समझौता हो ही नहीं सकता। कांग्रेस कार्यसमिति यह उम्मीद करती है कि प्रधानमंत्री अपने इस वादे पर खरा उतरेंगे कि हमारे साहसी सैनिकों का बलिदान व्यर्थ नहीं जाएगा। कांग्रेस पार्टी भारत का राष्ट्रीय हित सुरक्षित करने और चीन के दुस्साहसी व दुर्भावनापूर्ण मनसूबों को नाकाम करने के लिए एक मजबूत राष्ट्रीय सर्वसम्मति बनाने के लिए दृढ़ता से संकल्पबद्ध है।

 

एक प्रश्न पर कि क्या कांग्रेस कार्यसमिति में ऐसा कोई सजेशन आया है कि श्री राहुल गांधी जी को फिर अध्यक्ष बना दिया जाए? श्री सुरजेवाला ने कहा कि तीन गंभीर विषयों पर इस बैठक में चर्चा हुई। आपने जो कहा वो कांग्रेस के हर कार्यकर्ता और नेता की भावना है, पर आज इस विषय पर कोई चर्चा नहीं हुई। मुझे ये विश्वास है कि राहुल गांधी जी और कांग्रेस पार्टी इस भावना पर अवश्य सही समय पर विचार करेगी।

 

एक अन्य प्रश्न पर कि क्या इस पर चर्चा हुई कि बीजेपी के पास बहुत पैसा है कि बीजेपी सरकार कोविड़ से लड़ाई लड़ने की बजाए सिर्फ कांग्रेस की सरकारों को गिराने में यह पैसा खर्च करने में लगी हुई है? श्री सुरजेवाला ने कहा कि आज हमने तीन महत्वपूर्ण मुद्दे आपके समक्ष रखे हैं। जनता की जेब सरेआम लूटी जा रही है। 17 दिन से पेट्रोल और डीजल के दाम बढ़ाए जा रहे हैं और केवल इन 17 दिनों से ही नहीं 5 मई, 2020 को एक्साइज ड्यूटी पेट्रोल पर 10 रुपए लीटर और डीजल पर 13 रुपए लीटर बढ़ाई गई। 5 मार्च, 2020 को पेट्रोल और डीजल की कीमतें 3 रुपए लीटर बढ़ाई गई। आम जनमानस करे तो क्या करे? ट्रांसपोर्टर रेट बढ़ा रहे हैं और जनता की जेब में पैसा नहीं और ना सरकार सीधे पैसे का हस्तांतरण कर रही। दूसरा, कोरोना महामारी को लेकर केन्द्र सरकार का गैर ज़िम्मेदाराना पूर्ण रवैया व पूरा का पूरा भार प्रांतीय सरकारों को मढ़ देने के बारे में साफ तौर से चर्चा हुई। तीसरा, हमारी सीमा के ऊपर चीनी सैनिकों द्वारा दुस्साहस कर हमारी सरजमीं पर घुसपैठ करने को लेकर बड़ी व्यापक चर्चा हुई, जिसमें श्री राहुल गांधी समेत सब नेताओं ने हिस्सा लिया और अपने-अपने विचार व्यक्त किए। ये मामले इस बैठक में उठे।

 

एक अन्य प्रश्न पर कि कांग्रेस कार्यसमिति ने चीन और कोरोना को लेकर सवाल खड़े किए हैं, सत्ताधारी दल की तरफ से कहना है कि कांग्रेस पार्टी को क्या जरुरत थी, जब इस वक्त माहौल ऐसा चल रहा है? श्री सुरजेवाला ने कहा कि भारतीय जनता पार्टी राजनैतिक संतुलन खो बैठी है और उनके प्रवक्ता अपना वैचारिक संतुलन खो बैठे हैं। उनकी इस मानसिकता पर हमें दया आती है। सच्चाई ये है- क्या देश के प्रधानमंत्री माननीय नरेन्द्र मोदी जी, देश के रक्षामंत्री, देश के गृहमंत्री और भाजपा का नेतृत्व कर्नल बी. संतोष बाबू, जिन पर पूरे देश को गर्व है और जिन्होंने भारत मां की सरजमीं की रक्षा के लिए सर्वोच्च कुर्बानी 19 जवानों के साथ दी, क्या उनकी बहादुरी, उनकी शौर्यगाथा और उनकी कुर्बानी भाजपा के मुताबिक व्यर्थ है? क्या भारतीय जनता पार्टी ये कहना चाहती है कि हमारे उन 20 बहादुर सैनिकों ने देश के लिए कुर्बानी नहीं दी? सेना के मनोबल पर आप हमला कर रहे हैं। सेना के शौर्य को, सेना की बहादुरी को, सेना के शौर्यगाथा को आगे बढ़ाना और उसको और मजबूत करना कांग्रेस और 130 करोड़ देशवासी कर रहे हैं। प्रधानमंत्री जी ने कहा था कि उनका बलिदान व्यर्थ नहीं जाएगा, तो फिर प्रधानमंत्री जी ने ये क्यों कहा कि किसी चीनी ने भारतीय सीमा में घुसपैठ नहीं की? क्या वो इस प्रकार के बयानात देकर हमारे इन 20 बहादुर सैनिकों के शौर्यगाथा और कुर्बानी का अपमान नहीं कर रहे और अगर सवाल हम पूछ रहे हैं कि देश की सरकार सेना के बहादुरी को कम आंकलन करने का दुस्साहस क्यों कर रही है, तो देश की सरकार विचलित क्यों है? उन्हें आगे बढ़कर जवाब देना चाहिए। मैं आपके माध्यम से भारतीय जनता पार्टी और मोदी सरकार से पूछूंगा, कल तो नड्डा साहब ने जवाब नहीं दिया; 2015 से लेकर आज तक हिंदुस्तान के इतिहास में सबसे ज्यादा चीनी घुसपैठ की घटनाएँ तब हुई, जब मोदी जी प्रधानमंत्री हैं। 2,264 बार, 2015 से आज तक चीन की सेनाओं ने हमारी सरजमीं पर घुसपैठ का दुस्साहस किया है, क्या भाजपा के पास इसका कोई जवाब है? क्या भारतीय जनता पार्टी बताएगी कि क्या ये सही नहीं कि पिछले 6 वर्षों में अकेले जम्मू-कश्मीर में हमारे और पाकिस्तान के बॉर्डर पर 30 सालों में सबसे अधिक 471 जवान शहीद हुए और 253 नागरिक मारे गए। ये 30 साल में सबसे अधिक का आंकड़ा है। एक ऐसी सरकार के समय में जो अपने आपको छद्म राष्ट्रवादी और मजबूत नेतृत्व वाली सरकार बताती है। आज आपके माध्यम से हम ये भी पूछना चाहेंगे कि अकेले 2019 में पाकिस्तान जैसे देश ने ही 3,289 बार हमारी सीमा का उल्लंघन किया।उनका ये दुस्साहस हो गया, ये 16 साल में सबसे अधिक का आंकड़ा है। क्या भारतीय जनता पार्टी इसका जवाब देगी? 2014 में ये आंकड़ा केवल 583 बार सीमा के उल्लंघन का था, 2019 में ये बढ़कर एक साल में 3,289 हो गया। एक ऐसी सरकार जो राष्ट्रीय सुरक्षा व भूभागीय अंखड़ता से खिलवाड़ करे, एक जिम्मेदार विपक्ष के तौर पर उनसे सवाल पूछना हमारा कर्तव्य है।अगर सरकार हमारी सीमाओं की रक्षा में कहीं कमजोरी दिखाएगी, कहीं कोताही करेगी, तो जिम्मेवार सजग नागरिक के तौर पर भारतीय राष्ट्रीय कांग्रेस अपने कर्तव्य से पीछे नहीं हटेगी। भारतीय राष्ट्रीय कांग्रेस की ओर से मेरा यह कहना है।

 

On another question about discussions in CWC to reappoint Shri Rahul Gandhi as the INC President, Shri KC Venugopal said, I think, Randeep Ji has already ruled out that question itself. We didn’t discuss such things today in this Working Committee. We didn’t discuss. I don’t know from where you get this news. We only had thread bare discussions about these three issues. No other issue was discussed in this Working Committee.

Shri KC Venugopal said- Yes, we have decided to have a national level demonstration, while abiding the existing health protocol. We will decide the details very soon, especially on Petrol-Diesel.

 

श्री सुरजेवाला ने कहा कि मुझे लगता है कि श्री केसी वेणुगोपाल जी ने आपको विस्तार से उत्तर दिया। वो चाहे पेट्रोल-डीजल के बढ़ते दामों से जो पीड़ा और तकलीफ हो रही है और जिस प्रकार से मोदी सरकार लोगों को 17 दिन से पेट्रोल-डीजल की कीमतें बढ़ाकर लूट रही है, इस पर बहुत जल्द भारतीय राष्ट्रीय कांग्रेस एक जन आंदोलन का कार्यक्रम तैयार कर आपको सूचित करेगी।

 

भारत-चीन की सीमा पर जो संकट है, हम हमारी सेना के साथ अडिग खड़े हैं। पूरा देश हमारी सेना के साथ खड़ा है। सरकार द्वारा भारत की सीमाओं की रक्षा के लिए उठाए जा रहे हर कदम के साथ खड़ा है, पर सरकार भी कोताही से भारत की भूभागीय अखंडता पर समझौता नहीं कर सकती। इस बारे में लोगों के ख्यालात और वेदना है, उसके बारे में भी श्री केसी वेणुगोपाल जी के माध्यम से जो कार्यक्रम हम तैयार करेंगें, बहुत जल्द आपको उसकी सूचना देंगे।

 

On a question that BJP Spokesperson Sambit Patra held a Press Conference a short while ago to retort Smt. Sonia Gandhi’s opening remarks. He went on to say that it is a conspiracy by Shri Rahul Gandhi and Smt. Sonia Gandhi to come up with questions, questioning the Armed Forces at 9 am everyday and that the Congress Party should not become a launch pad for China in India, what do you have to say, Shri Surjewala said-  It is extremely regrettable that BJP and its Government has lost its political balance and it’s spokespersons are bankrupt of ideas and have lost the balance of thought, as also balanced thinking in every manner possible. Their entire perverted, perverse thought process is pitiable. The BJP interest should be answering as to why did the BJP Government led by Prime Minister Shri Narendra Modi permit brazen Chinese transgressions into our territory. Why have the Chinese being permitted to or how dare the Chinese encroach upon our land? The Defence Minister of India, the External Affairs Minister of India, the External Affairs Ministry of India have all on 3rd June, again on 16th -17th June, issued statements in writing speaking about Chinese incursions and intrusion, yet the Prime Minister chose to deny it completely on 19th June. Prime Minister’s office omits its remarks completely, when called by the Congress Party and other opposition party, the Prime Minister office proceeds to issue a lengthy explanation in the morning of 20th June, but, on the evening on 20th June, 2020 itself Prime Minister was contradicted by a statement issued by his External Affairs Ministry, a copy which is here, but, you can find it on MEA website also and Let me read to you the relevant portion thereof and I quote. It says, “since early May 2020, the Chinese side has been hindering India''s normal, traditional patrolling pattern in the area. This had resulted in a faceoff.” What is it, if this is not an intrusion? They go on to say further, “subsequently in mid-May, the Chinese side attempted to transgress the LAC in other areas of the Western Sector of the India-China border areas.” What is this, if it is not an intrusion and brazen transgression into our territory? Then they go on to say, “the senior commanders of both sides met on June 6, the government said that both China and India agreed on a process for de-escalation and disengagement along the LAC.” If Chinese had not intruded into our territory, what were we disengaging in and then they further say, “Both sides had agreed to respect and abide by the LAC and not undertake any activity to alter the status quo. However, the Chinese side departed from these understandings in respect of the LAC in the Galwan Valley area and sought to erect structures just across the LAC.” So Prime Minister’s own statement is rejected on the 20th June, by his own External Affairs Ministry statement. His asking questions about brazen Chinese aggressions and as to how the Chinese encroach upon our territory, now anti national or misleading the country? It is absolutely wrong, incorrect and unacceptable.

 

We also ask the BJP and the Modi Government, will they answer to the nation to pick up a phrase from your channel? Will they answer to the nation about the 2,264 transgressions by China into our territory since 2015? Will the BJP and Modi Government answer to the nation as to why in Jammu and Kashmir alone 471 Jawans have been martyred, 253 civilians have been killed in 6 years of Modi Government? Will they answer to the nation whether this is not the highest number in last 30 years? Will the BJP answer to the nation, the reason for 3,289 violations of cease fire by the Pakistan on the Indo-Pak border, up from 583 in 2014, a 600% increase, which is the highest in last 16 years? If this is the act and conduct of a Government that thrives on pseudo nationalism and fake strength then it is our duty on behalf of India to ask these questions of the Government and we will not fail India in adhering to our duty.

 

एक अन्य प्रश्न पर विपक्षी पार्टी होने के नाते आपको बाकी के विपक्षी दलों को इस लड़ाई में जोड़कर खासकर राष्ट्रवाद की लड़ाई को आगे बढ़ाना चाहिए, क्या आपको सहयोगी दलों का समर्थन मिल पा रहा है? श्री सुरजेवाला ने कहा कि स्पष्ट तौर से अगर आप कांग्रेस कार्यसमिति का प्रस्ताव देखेंगे तो हमने कहा कि मोदी सरकार में कोरोना महामारी लड़ाई से पूर्णतया पल्ला झाड़ लिया है और इस लड़ाई को लड़ने की जिम्मेदारी को केवल और केवल प्रांतों के सिर मढ़ दिया है। अब तक पंचायतों, पंचायत समितियों, जिला परिषदों, नगर परिषदों और एनजीओ तक को इस लड़ाई में शामिल नहीं किया गया। क्या इस महामारी से लड़ने की मुख्य जिम्मेदारी भारत सरकार की नहीं और अगर ऐसा है तो मोदी सरकार अपनी इस मुख्य भूमिका से मुँह कैसे मोड़ सकती है? प्रांतीय सरकारों को आर्थिक मदद देने से पूरी तरह से गुरेज क्यों कर रही है? ये प्रश्न पूछे गए। जहाँ तक कांग्रेस के घटक दलों या मित्रों का प्रश्न है, वो सब हमारे साथ हैं और हम ये लड़ाई हमारी सीमित क्षमता के मुताबिक बेहतरीन ढंग से लड़ रहे हैं।

 

On another question about Shri Rahul Gandhi’s remark in CWC, Shri Surjewala said- First let me read out the remarks that Shri Rahul Gandhi made and we are happy to share them with you and I quote on Indo-China “China has brazenly occupied our territory.  PM has destroyed our position and betrayed our army by accepting their position that they occupied no Indian land. The Chinese can’t be permitted to get away with this unacceptable usurpation of our land. Everything needs to be done to ensure that sacrifice of our martyrs is not in vain.

 

One reason why China has acted is a complete and total failure of foreign policy. The established institutional structure of diplomacy has been demolished by the PM. Our relations with our once friendly neighbours lie in tatters. Our time tested relationship with our traditional allies has been interrupted. India should build a good relationship with the U.S. & others countries and must also maintain good relations with its old friends..”

 

As you are aware, what Shri Rahul Ji is trying to say, that India has a historical relationship with certain nations in the Asian continent, that relationship extend to Russia, that relation also extend to various nations other than Pakistan and China. If that relationship, which is in many ways part of our established structure of diplomacy is undermined in any manner then it weakens our diplomacy, it permits China to launch a misadventure of the kind that they are doing today and the Chinese aggression and their occupation of our land is unacceptable and the Chinese must be repulsed, with all the force at our command that is what we are urging to the Government of India.

 

एक अन्य प्रश्न कि श्री सुरजेवाला ने कहा कि मैं आपका ध्यान आकर्षित करुंगा 20 जून, 2020 जो 16 जून के बाद है। हमारे विदेश मंत्रालय के इस बयान की ओर जो उनकी वेबसाइट पर उपलब्ध है। जिसकी कॉपी मैंने पढ़कर सुनाई, शायद ये आपके संज्ञान में नहीं आया हो, अगर आप इसे ध्यान से पढ़ेंगे तो भारत सरकार 20 जून, 2020 को ये कह रही है कि चीनियों ने एक बार नहीं अनेकों बार भारत की सरजमीं पर घुसपैठ की है, प्रधानमंत्री इसके विपरीत 19 जून को कह रह हैं और 20 जून के एक दिन बाद विदेश मंत्रालय प्रधानमंत्री के बयान को खारिज कर रहा है। अब ये सच्चाई और विरोधाभास तो आगे बढ़कर सरकार को बताना पड़ेगा क्योंकि हर सिक्योरिटी एक्सपर्ट, पूर्व आर्मी जरनल, सेटेलाइट इमेजरी, रक्षा मंत्री का बयान, विदेशमंत्री का बयान, विदेश मंत्रालय का बयान चीनी घुसपैठ की बात कर रहे हैं। तो ऐसे में प्रधानमंत्री इसे नकार कर चीनी षड़यंत्र को बल क्यों दे रहे हैं? इसका जवाब उनको देना चाहिए।
