श्री आनंद शर्मा ने पत्रकारों को संबोधित करते हुए कहा कि - जम्मू-कश्मीर जो अब केन्द्र शासित प्रदेश है, यूनियन टेरिटरी, वहाँ की स्थिति के बारे में चिंता स्वाभाविक है, क्योंकि शासन-प्रशासन की तरफ से पूरी नाकाबंदी है, न्यूज का ब्लैक आउट है, सिर्फ सोशल मीडिया नहीं, पूरा कम्यूनिकेशन नेटवर्क वहाँ पर बंद है। इसलिए कई तरह के प्रश्न उठे हैं। हमारी सरकार को एक सलाह है, भारत एक बड़ा प्रजातंत्र है, संवैधानिक प्रजातंत्र है, भारत के हर नागरिक के संवैधानिक अधिकार हैं, इसलिए सरकार अन्य राजनैतिक दलों के नेताओं को जम्मू और कश्मीर में जाने की पूरी आजादी दे। जम्मू-कश्मीर के राज्यपाल ने जो कल कहा है, केवल श्री राहुल गांधी जी के संदर्भ में, उनको निमंत्रण दिया है, जिसकी उन्होंने प्रतिक्रिया भी दी,जवाब भी दिया, वो अपने आपमें पर्याप्त नहीं है। श्री राहुल गांधी को या किसी अन्य नेता को राज्यपाल की उसमें हॉस्पिटैलिटी की जरुरत नहीं है, ना उनको जहाज भेजने की जरुरत है, पर राजनैतिक दलों के नेताओं को, विपक्ष के नेताओं को, वहाँ पर जाने की खुली छूट दी जाए। ये हमारी मांग है सरकार से, ताकि देश और दुनिया ये जान सके कि स्थिति सामान्य है, जैसा सरकार का दावा है या अगर कोई चिंताएं हैं, वो भी भारत की जनता के सामने आ सकें।

क्या कारण है कि विपक्ष के नेता, जिन्होंने वहाँ जाने का प्रय़ास किया उन्हें एयरपोर्ट पर ही रोक दिया गया? आज नौंवा दिन है, भारत जैसे देश के लिए, हमारी छवि के लिए, हमारे सम्मान के लिए ये अच्छी बात नहीं है। हमारा संविधान भारत के हर नागरिक को अधिकार देता है कि जहाँ वो नागरिकों से अपेक्षा करते हैं कि वो कानून का पालन करें,वहीं सरकार और शासन-प्रशासन नागरिकों के जो मौलिक अधिकार हैं, उनका भी सम्मान करें। ये आवश्यक है एक प्रजातंत्र के लिए। हमारी ये भी मांग है कि सरकार पहल करे, सरकार ने ही निर्णय लिया है, सरकार ने ही एक तरफा फैसला किया है, सरकार ने ही पाबंदियां लगाई हैं, इसलिए सरकार इस पर एक पॉलिटिकल डॉयलोग, राजनैतिक संवाद तुरंत शुरु करे,जिसमें देश के तमाम विपक्षी दलों को विश्वास में लें, उनके नेतृत्व को लें, हालात देखने के लिए वहाँ पर जाकर वो लोगों से मिलें, जो समाज के अलग-अलग संगठन हैं, उनसे बातचीत कर सकें। उसके लिए ये भी आवश्यक है कि जो नेता नजरबंद किए गए हैं, जिनमें पूर्व मुख्यमंत्री शामिल हैं, उन्हें तुरंत आजाद किया जाए, नजरबंदी से बाहर किया जाए, ताकि खुले रुप से वो लोग अपनी बात कह सकें। कोई कारण नहीं है कि वो लोग जिन्होंने भारत के संविधान में पूरा विश्वास किया है और जिनके साथ कभी केंद्र की सरकार में इनका आपस में, मैं कहूंगा गठबंधन रहा हो, वाजपेयी जी के समय में नेशनल कॉन्फ्रेंस की भागीदारी रही थी और उसके बाद में प्रधानमंत्री मोदी जी के कार्यकाल में इनका गठबंधन पीडीपी के साथ रहा, तो जाहिर है बीजेपी भी इस बात को स्वीकार करती है कि वो राजनीतिक दल भारत के हैं, भारत के संविधान को मानते हैं, वो चुनकर जन प्रतिनिधियों के रुप में आए और उनकी सरकार में, जहाँ की अगुवाई महबूबा मुफ्ती के हाथ में थी, वहाँ बीजेपी के उपमुख्यमंत्री थे और बीजेपी के नेता भी उसमें मंत्री पद पर थे और दोनों दलों का आपस में एक मेमोरेंडम था, एक एग्रीमेंट था, आपके सामने मैं उसका खुलासा नहीं करना चाहता। तो बेहतर यही होगा कि नौ दिन गुजरने के बाद ये कदम सरकार की तरफ से उठे।

सरकार का ये कहना कि भारत के खिलाफ प्रचार है, देश के बाहर, उसका जहाँ तक प्रश्न हैं, हिंदुस्तान के खिलाफ जब कोई बात करेगा, उसमें भारत की आवाज एक है। पर ऐसी परिस्थितियां जरुर पैदा करनी चाहिएं कि जो दुष्प्रचार कर रहे हैं, उनको ऐसे हालात ही ना मिलें कि वो किसी तरह की अफवाहबाजी करें या लोगों में भ्रामक प्रचार करें।  

 

Shri Sharma said- we are concerned as we have expressed through our Congress Working Committee Resolution and statement few days ago and we again expressed the same concern on the 10th about the prevailing situation in the new Union Territories of J&K following certain decisions which were unilateral on the part of BJP Government, hurriedly, taken but our concerns are about the clamp down, news black-out. People are not able to reach out to their families. Yesterday was the festival of Eid. In a country, which is proud of its diversity, is multi-religious and multi-lingual and multi-ethnic, a situation must not be allowed that any aspersions are cast on the integrity of India’s constitutional democracy and the commitment of the Indian State or the Government of India and the administration to respecting the fundamental rights of all its citizens as guaranteed by the Constitution of our Republic.

 

Therefore, we would urge upon the Government and also the administration of J&K to lift these curbs, release the leaders detained and allow the leaders of the opposition to visit Kashmir valley, to visit Jammu, to visit Laddakh and meet the people.

 

The Governor offered yesterday, which I would term it as patronizing to                      Shri Rahul Gandhi inviting him to visit Kashmir and offering to send his plane. Shri Rahul Gandhi has responded to that, he has not sought the hospitality of the State Administration or does not wish to go there as guest, but, as a political leader exercise his right and he has spoken about the rights of other leaders of the opposition parties to visit the State. Opposition leaders, therefore, should be allowed to visit. It is high time that an all party meeting is held and the Prime Minister and the Home Minister takes the leaders of the national parties into full confidence.

 

We are very clear that the leaders who have been detained and continue in detention, it is almost 11 days now including two former CMs of the State belonging to the parties which have been in coalition with the BJP in the national Government and with the other party - the PDP and BJP as coalition partner. These parties respect the constitution of India. These leaders must be freed from their detention, and then only there would be credibility to the Governor’s claim. We all wish peace and normalcy in the State. At the same time, India as the largest democracy, must give a very clear message that when it comes to the rights of its citizens, the fundamental rights, the present Government’s commitment is honest and firm.

 

The Government has been complaining about disinformation, rumours, the best answer to that is let all party delegation go, let the media be given the freedom to accompany the delegation to meet the people and tell the world that what is said is not true because as Indians we would not like any entity, in particular, the neighbouring country of Pakistan to take any unfair advantage of this situation and we want to make it very clear when it comes to defending our country’s integrity. That is what we have said in our Resolution of the CWC on the integration of State of J&K with the Union of India as is irrevocable and final that has been our consistent and firm position which was reiterated in our Working Committee statement I am referring to.

 

So that is what we have to mention. We hope that all of you will also have the freedom to tell us more and tell the people of India more and through you, through your writing, through your Television tell the world that situation is peaceful. That is what India wants to hear from the people of India. No claim by the Government, this Governor or the Administration or the police officials in the absence of lifting of the clamp down, the news black-out and non-restoration of communication net work, freeing the detained leaders, would convince the citizens of India.

तो इस विषय पर मुझे केवल इतना ही कहना था। इस तमाम विषय पर जो अभी जम्मू-कश्मीर का हुआ और उससे पहले संसद में कई विषय सामने आए, बिना उनको दोहराते हुए मैं एक चीज कहूंगा कि हमारी गहरी चिंता है, भारत की अर्थव्यवस्था पर। अर्थव्यवस्था निरंतर कमजोर हो रही है, देश में विकास रुक गया है। चुनाव के बाद एक बड़ा बहुमत जो बीजेपी को मिला, ये अपेक्षा की जाती थी कि देश में एक नया वातावरण बनेगा, जिससे शिथिल जो हमारी इक्नॉमी है, उसमें जान आएगी, स्फूर्ति आएगी, वो मजबूत होगी, एक नई भावना निवेश की बनेगी, कारखानों में उत्पादन होगा, नए कारखाने लगेंगे और जो गंभीर स्थिति है रोजगार के फ्रंट पर बेरोजगारी की, जो शायद पिछले 5 दशकों के आंकड़ों से भी ऊपर चली गई, जो सबसे रिसेंट आंकड़े हमारे पास हैं, वो उनके अनुसार 8 प्रतिशत से ऊपर बेरोजगारी चली गई है।

प्रधानमंत्री ने अपना एक इंटर्व्यू दिया, जो कल अखबारों में छपा एक अखबार में, उन्होंने स्वयं माना कि जो डिमांड है, मांग है, वो टूट गई है, मांग टूटने का मतलब, बाजार भी टूटना होता है, उत्पादन का टूटना होता है। जब देश के प्रधानमंत्री स्वयं कहते हैं, उन्होंने तो उसको उपलब्धि के रुप में दिखाया कि जहाँ तक कैपेसिटी यूटिलाइजेशन है उद्योग में, निर्माण में, वो 75 फीसदी है, यानि कि देश के प्रधानमंत्री स्वयं मानते हैं कि 25 प्रतिशत जो आपकी कैपेसिटी है उद्योग की, इंडस्ट्री की, उसका कोई उपयोग नहीं हो रहा है। वास्तविकता ये है कि एक तिहाई देश की इंडस्ट्रियल कैपेसिटी बेकार पड़ी है। आपका उत्पादन, जो अभी हाल में नंबर आए हैं, वो 2 प्रतिशत से भी कम पर चला गया है, मैं उद्योग के उत्पादन आईआईपी आंकड़े की बात करता हूं, जो ऑटोमाबईल सेक्टर है, चाहे वे पैसेंजर व्हीकल हैं, कमर्शियल व्हीकल हैं, पैसेंजर व्हीकल जो हैं, उनकी 20 प्रतिशत से ऊपर टूट गई है मांग भी और उत्पादन भी। कमर्शियल व्हीकल की मांग लगभग 26 प्रतिशत टूटी है, 25.77 और 26 दशमलव से ऊपर उनका उत्पादन खत्म हुआ है। इसी सेक्टर के अंदर एक लाख से ज्यादा लोगों की नौकरी जा चुकी है। पिछले एक महीने से देश में लगभग 10 लाख नौकरियां टूटी हैं। बड़े उद्योगपति जो इस सरकार के पक्ष में हमेशा बोले हैं, आनंद महेन्द्रा, राहुल बजाज जी, ऑटोमाबईल सेक्टर के जो बड़े लोग हैं, उन्होंने इस स्थिति को खतरनाक कहा है, भयावह कहा है और ऐसी आशंका है कि इसी महीने में इस सेक्टर में साढ़े तीन लाख से ज्यादा नौकरी टूटेगी।

तो जहाँ सरकार का प्रचारतंत्र अन्य विषयों पर है, क्या कारण है कि प्रधानमंत्री, वित्त मंत्री और देश की सरकार भारत की अर्थव्यवस्था की स्थिति से जो चरमरा रही है, उस पर चर्चा से भाग रहे हैं? ये लोगों के जीवन यापन का प्रश्न है, नौजवानों के लिए रोजगार का प्रश्न है, देश में निर्माण की बात है और देश से निर्यात की बात है। ये बुनियादी सवाल हैं जो चर्चा से बाहर रखे जा रहे हैं।

The state of Indian economy is critical. The economy is not at all a galloping economy. It is an economy which has stalled, the growth engine has stalled, all the four engines have stopped functioning - Investment, Industrial Production, Capacity Utilization and Exports. The numbers are very clear and alarming. Unemployment has risen to the highest levels of more than last five decades – the latest numbers are – 8% of the youth are unemployed –it is an alarming number. You look at the curve, it has been going up – started at below 4%-5% - now 8.2% - GDP is regularly falling.

 

Prime Minister in his interview was trying to make light of this situation. He was saying that the fall in demand is temporary. With due respect, Prime Minister should have consulted his Economic Advisory Council. And the Members of his own Economic Advisory Council would disagree with the Prime Minister that this is merely temporary. The demand has fallen in most sectors. As far the Industrial Manufacturing is concerned – most alarming is the Automobile sector where the demand has fallen by as high as 20% in the month of July only. Over-all it is 30% but in July it is 20% for passenger vehicles – almost 26% for commercial vehicles but it is not only the demand, it is the production of the automobiles – both of the passenger vehicles and the commercial vehicles which has been cut by put together, close to 25%. It is a serious situation. Factories are closing, there is retrenchment taking place – over one lakh workers and labour has been retrenched in the month in the automobile sector. It is feared that 3.5 lakh jobs would be lost by the end of August in the automobile sector. Over all, last year in the one month 1 million jobs have been lost. This is unacceptable situation for the country. Therefore, the Government owes an answer to our people. Prime Minister’s interview or the homilies of the Home Minister are not enough. We want to see the Government’s plan of action. What action plan do they have to revive our economy, to create jobs to revive investment? Prime Minister just borrowing two words from Chin to talk about animal spirit. Mr. Prime Minister, we all know what the animals spirit to lift the economy is. We want to see the real action now. There has been celebration of 50 days of the Government, they will celebrate 100 days, and they have enough resources to spend on publicity and propaganda. The time now these questions have to be answered. People cannot be misled and the Government cannot perpetually by hyperbole or propaganda, patriotism, nationalism deny these answers to the Indian people especially the unemployed youth, the factory workers, the farm labour, the house-wife, all those who are suffering because of the failing and falling economy.

 

These are the questions which we have. On the economy, we have expressed our concern. I have spoken on both the issues what are our very bonafide and genuine concerns on J&K and second on the Indian Economy. We feel it is the duty of the Indian National Congress to express these articulate these concerns and through you tell the Government of India that we need answers to the questions that we have raised.                                                                             

 

On the question that Shri Amit Shah has planned to go to Lal Chowk in Srinagar, Shri Sharma said how does it matter – we need a complete reassurance about the normalcy returning and the peace prevailing and peoples’ rights being fully respected. Home Minister of India is free to travel anywhere. The opposition leaders must also be given the same right and freedom to travel to the Kashmir valley and to Jammu to meet with the people. You cannot say that everything is normal and not even permit the opposition leaders and keep the former CMs in detention The Government has to be credible. There is a huge mismatch when it comes to its words and the ground reality. 

तो अगर सरकार गंभीर हैं तो जो कदम हमने मांगे हैं, वो तुरंत उठाएं। सिर्फ राजनीतिक दलों के नेताओं को विश्वास में ना लें, उनको अनुमति दें, आजादी दें जाने की, एयरपोर्ट पर उनको ना रोंके और वापस जहाज से ना भेज दें। पूर्ण रुप से उनको खुली छूट होनी चाहिए। ये एक देश है, अपने देश में हम जहाँ भी जाएं, उसकी आजादी होनी चाहिए, उसका सम्मान होना चाहिए।

 

On the question of delegation of opposition leaders, Shri Sharma said we will let you know but surely as soon as possible. We have asked today, the Governor has invited. We have asked that please allow the delegation of opposition leaders along with the leaders of the Indian media – print and electronic media visit. Now the ball is in their court. Let them respond.

 

जम्मू कश्मीर के राज्यपाल सत्यपाल मलिक के बयान पर पूछे एक अन्य प्रश्न के उत्तर में श्री शर्मा ने कहा कि ऐसे गवर्नर पर अंकुश लगाना चाहिए, गृहमंत्री को प्रतिक्रिया देनी चाहिए कि क्या किसी राज्यपाल को ऐसी बात करनी चाहिए या नहीं?

 

इसी संदर्भ में श्री शर्मा ने कहा कि हिंदुस्तान एक प्रजातंत्र है, ये पाकिस्तान में क्या हो रहा है, उससे हमारा कोई संबंध नहीं है। दुनिया को अगर हमें जवाब देना है या कोई दुष्प्रचार है या कोई अफवाहें हैं, भारत की स्थिति के बारे में है, या जम्मू-कश्मीर के बारे में तो उसका एक ही जवाब है सारी दुनिया को दिखाने का कि हमारा मीडिया स्वतंत्र है, हमारा कम्यूनिकेशन नेटवर्क काम करता है, जो मुख्यमंत्री हैं हिसारत में, उनको रिहा कर दिया गया है, विपक्ष के नेताओं को वहाँ पर जाने की खुली छूट है। ये बात को टालने की बात है, जो वहाँ के राज्यपाल कह रहे हैं और ये दुर्भाग्य की बात है कि वहाँ के राज्यपाल ऐसी बात कहें। जहाँ तक कांग्रेस की स्थिति की बात है, कांग्रेस एक पुरानी पार्टी के रुप में अपनी जिम्मेवारी को भी जानती है, चुनौतियों को भी समझती है, हमें उनकी सलाह की जरुरत नहीं है, ना ही उनकी संवेदना या शुभकामनाओं की, पर कश्मीर की हालत की जिम्मेवारी सीधी उनपर और भारत सरकार पर है।

 

एक अन्य प्रश्न के उत्तर में श्री शर्मा ने कहा कि हमारी तो कार्यकारिणी में भी खुलेरुप से चर्चा होती है, ये फर्क होता है राजनैतिक दलों में। हमारे यहाँ पूरा दिन चर्चा होती है, मंथन के बाद बात निकल कर आती है, जब कश्मीर पर हमारा प्रस्ताव और कांग्रेस वर्किंग कमेटी का स्टेटमेंट आया, वो भी बड़ी चर्चा के बाद आया, वो आपके पास है। पर कांग्रेस की अधिकृत इस पर क्या स्टेंड है, वो हमारे रेजॉल्यूशन और स्टेटमेंट मैं है, बाकी निजी विचारों से किसी को रोका नहीं जा सकता, पर संगठन का जो भी कहना है, वो कांग्रेस वर्किंग कमेटी के प्रस्ताव या अधिकृत स्टेटमेंट के माध्यम से ही है, जो बयान जारी किया गया है, वही कांग्रेस पार्टी कहती है। 

 

एक अन्य प्रश्न पर कि दिल्ली के तुग़लकाबाद में केंद्रीय एजेंसियों ने संत रविदास मंदिर को तोड़ दिया, इस पर क्या कहेंगे, श्री शर्मा ने कहा कि ये मंदिर यहाँ पर तोड़ा गया है और यहाँ पर केन्द्रीय ऐजेंसी के द्वारा हुआ है, ये ऐसा नहीं होना चाहिए था । मैं कहूंगा गुरु रविदास जी का मंदिर है, जिन्होंने भी ये किया है, उनके खिलाफ कार्यवाही होनी चाहिए। अगर सरकार को जमीन की कोई बात थी, तो यहाँ जो शहरी विकास का मंत्रालय, अर्बन डेवलपमेंट का, हरदीप पुरी जो मंत्री हैं, उनको पहले Alternate जगह देनी चाहिए थी, मंदिर को अगर दूसरी जगह पर स्थापित करना हो मार्डन टेक्नॉलोजी है, सब वो देश के अंदर उपलब्ध है, इस तरह करके, जिस तरह से उसको डिमोलिश किया गया, तोड़ा गया, उन्होंने एक बहुत बड़े समुदाय पर, जो उनकी धार्मिक भावनाएं हैं, उसको ठेस पहुंचाई है, उसके लिए उनको क्षमा याचना करनी चाहिए।

 

 

जम्मू-कश्मीर में डिलिमिटेशन से संम्बन्धित एक अन्य प्रश्न पर, श्री शर्मा ने कहा कि चुनाव आयोग को अपना काम गंभीरता और संविधान की परिधि में और ईमानदारी से करना चाहिए। जम्मू-कश्मीर के लोगों को उनकी आवाज और चुने हुए जन प्रतिनिधी वापस मिलने चाहिएं, क्योंकि जो भी किसी भी राज्य की बात है, उनका पूर्ण अधिकार है कि वहाँ की विधानसभाएं अपनी बात कह सकें। हालांकि उस राज्य के साथ अन्याय हुआ है, मैं इस बात को स्पष्ट करना चाहूंगा कि जम्मू-कश्मीर ने एक पूरे राज्य के रुप में भारतीय संघ में अपना विलय कराया था। भारत की आजादी के समय, आजादी के बाद जो ब्रिटिश हाउस ऑफ कॉमन ने फैसला करके दो राज्य बने थे, डोमिनियन ऑफ इंडिया, डोमिनियम ऑफ पाकिस्तान, उसमें एक कानूनी इंस्ट्रूमेंट दिया था, इंस्ट्रूमेंट ऑफ एक्सेशन, जिसे कहते हैं आईओए, जम्मू-कश्मीर ने इंस्ट्रूमेंट ऑफ एक्सेशन पर हस्ताक्षर करके, महाराजा हरि सिंह ने उस वक्त के वायसराय को दिया था, जिससे वो अपनी स्वेच्छा से वो भारत संघ में शामिल हुए थे, इसके बाद का इतिहास है, मैं उसमें जाना नहीं चाहता, उनकी अपनी संवैधानिक सभा थी, उसने 1954 में पूरा रेटिफिकेशन कर दिया था भारत में विलय का। पर एक चीज स्पष्ट है कि जिसका जिक्र ये करते हैं, धारा का, वो टेंपरेरी थी, वो पंडित नेहरु भी कह चुके थे, पर उसको हटाने के लिए वहाँ की ऐसेंबली को सिफारिश करनी थी, ये लिखा हुआ है। जब दूसरे राज्यों के लिए प्रावधान है, आर्टिकल 371 में, एक नहीं कई राज्यों के लिए, आप उसको पढ़िए कि कितने राज्य उसमें शामिल हैं, सिर्फ नागालैंड और मणिपुर नहीं हैं, उसमें महाराष्ट्र का हिस्सा भी शामिल हैं, दूसरे राज्य भी शामिल हैं, जो जहाँ उनका सम्मान किया जाता है, वहाँ यहाँ भी सम्मान करना आवश्यक था। भारत की आजादी के बाद पहली बार हुआ है कि एक राज्य को तोड़ कर, उसको यूनियन टेरिटरी बना दिया जाए। यूनियन टेरिटरी तो बनी है और यूनियन टेरिटरी जो पहले नेफा में होते थे, पूर्वोतर के हमारे जितने भी नोर्थ ईस्ट की स्टेट हैं, पहले यूटीज बनी, फिर उन्हें पूरे राज्य का दर्जा दिया गया। पर राज्य को तोड़ कर उसको यूटी बनाया, ये पहली बार हुआ है। इसलिए ये जरुरी हो जाता है कि वहाँ के लोगों के जनप्रतिनिधी चुने हुए आएं, अपनी बात कहें, वहाँ चुनाव हों, अब ये तो उसका क्या टाइम लाइन होगी, वो चुनाव आयोग को तय करना है और शासन-प्रशासन को मिलकर तय करना है।

Shri Sharma said so far what is being said and what is being lost, that fact is that the State of J&K joined the India Union voluntarily, signing the Instrument of Accession, which is a legal instrument created by the British Parliament - The House of Commons when it passed the Union of India Act. Thereafter the said article about which the BJP leadership has spoken much and we have also spoken, that was negotiated and there is history of it. It was by the Government of India which involved India’s Home Minister, India’s Home Secretary and Dr. Iyenger who played a very-very crucial role in the drafting of our Constitution in the Constituent Assembly. So that was negotiated and people seem to be forgetting that the Chairman of the Drafting Committee of the Constituent Assembly was Dr. B. R. Ambedkar. It was not put it there accidentally by someone and that article itself says that it is temporary but to do away with it the recommendation – the word is ‘recommendation’ of the Constituent Assembly, which would be the State Assembly, is necessary. That is all what I have to say.

 

स्पेशल स्टेटस सिक्किम का भी है, जब सिक्किम का भारत में विलय हुआ, वहाँ भी गारंटी है। दो राज्यों में खासतौर पर है, दो ही राज्यों का हुआ था बाकि इंस्ट्रूमेंट ऑफ एक्सेशन तो नहीं था सिक्किम का, सिक्किम का विलय हुआ और यहाँ इंस्ट्रूमेंट ऑफ एक्सेशन के माध्यम से हुआ। तो जब बाकी जो आपने आर्टिकल रखे हैं और ये जरुरी है, जब भारतीय गणराज्य ने जब कोई संवैधानिक गारंटी दी है, उसका सम्मान करना ये भारत की मर्यादा रही है। हमें बस इतना ही कहना था।
