भारत सरकार ने 22 YouTube channel पर लगाया प्रतिबंध, जानिए पूरी सूची

 

भारत सरकार ने झूठी एवं हिंसा फैलाने वाली खबरों पर रोक लगाने का प्रयास किया है। जिसके तहत भारत सरकार ने मंगलवार को 22 यूट्यूब चैनल और एक वेबसाइट पर प्रतिबंध लगा दिया। सूचना एवं प्रसारण मंत्रालय की ओर से जारी किए गए बयान के अनुसार, यह स्त्रोत देश की राष्ट्रीय सुरक्षा से जुड़ी झूठी सूचनाएं फैला रहे थे।

 

इसके अलावा, पीआईबी ने एक सूची जारी की है जिसमे सभी प्रतिबंधित स्त्रोत शामिल हैं। केवल इतना ही नहीं, पीआईबी का यह भी कहना है कि नए आईटी नियमों के तहत देश में तीन ट्विटर अकाउंट, एक फेसबुक अकाउंट और एक न्यूज वेबसाइट को ब्लॉक कर दिया गया है। वहीं सूचना एवं प्रसारण मंत्रालय का यह कहना है यह पहली बार है जब भारतीय यूट्यूब चैनलों को 2021 के नए आईटी नियमों के अनुसार प्रतिबंधित किया गया है।

 

बयान में यह भी कहा गया है कि यह यूट्यूब चैनल टीवी समाचार चैनलों के और भ्रामक जानकारी के साथ थंबनेल का उपयोग कर रहे थे। जिससे आम जनता को गलत खबर पहुंचती थी। जिसकी वजह से कुछ यूट्यूब वीडियो दर्शकों को गुमराह करने का काम कर रहे थे। यह प्रतिबंधित चैनल अपनी विश्वसनीयता दिखाने के लिए लोकप्रिय समाचार एंकरों की छवियों का उपयोग कर रहे थे।

 

वहीं बात करें, सूचना और प्रसारण मंत्रालय की तो आईटी नियम 2021 के अनुसार आपातकालीन शक्तियों का उपयोग करते हुए 22 यूट्यूब आधारित समाचार चैनल, 3 ट्विटर अकाउंट, फेसबुक अकाउंट, और 1 समाचार वेबसाइट। इन प्रतिबंधित यूट्यूब चैनलों के कुल दर्शकों की संख्या 260 करोड़ से भी अधिक थी, और इसका उपयोग राष्ट्रीय सुरक्षा, भारत के विदेश संबंध जैसे संवेदनशील विषयों पर गलत और झूठे समाचार को फैलाने के किए किया जाता था। 

 

सूचना और प्रसारण मंत्रालय के अनुसार, 22 प्रतिबंधित यूट्यूब चैनलों में से 18 चैनल भारत के थे, जबकि 4 यूट्यूब चैनलों की पुष्टि पाकिस्तानी चैनल के रूप में हुई है। पाकिस्तान स्थित यूट्यूब चैनलों द्वारा पोस्ट किए गए वीडियो ज्यादातर भारत विरोधी हुआ करते थे।

I&B मंत्रालय ने भारत की राष्ट्रीय सुरक्षा, विदेश संबंधों और सार्वजनिक व्यवस्था से संबंधित दुष्प्रचार फैलाने के लिए 22 YouTube चैनलों को ब्लॉक कर दिया है. आईटी नियम, 2021 के तहत पहली बार 18 भारतीय YouTube समाचार चैनल ब्लॉक किए गए. 4 पाकिस्तान स्थित YouTube समाचार चैनल अवरुद्ध YouTube चैनलों ने दर्शकों को गुमराह करने के लिए टीवी समाचार चैनलों के लोगो और झूठे थंबनेल का इस्तेमाल किया. 3 ट्विटर अकाउंट, 1 फेसबुक अकाउंट और 1 न्यूज वेबसाइट को भी ब्लॉक कर दिया गया है.

The Ministry of Information & Broadcasting, utilizing the emergency powers under the IT Rules, 2021, has issued orders on 04.04.2022 for blocking of twenty-two (22) YouTube based news channels, three (3) Twitter accounts, one (1) Facebook account, and one (1) news website. The blocked YouTube channels had a cumulative viewership of over 260 crore, and were used to spread fake news, and coordinated disinformation over social media on subjects sensitive from the perspective of national security, India’s foreign relations, and public order.

 

Action on Indian YouTube based news channels

 

This is the first time action has been taken on the Indian YouTube based news publishers since the notification of the IT Rules, 2021 in February last year.Through the recent blocking order, eighteen (18) Indian and four (4) Pakistan based YouTube news channels have been blocked.

 

Analysis of Content

 

Multiple YouTube channels were used to post fake news on various subjects such as the Indian Armed Forces, Jammu and Kashmir, etc. The content ordered to be blocked also included certain anti-India content posted from multiple social media accounts operated in a coordinated manner from Pakistan.

 

It was observed that a significant amount of false content published by the these Indian YouTube based channels related to the ongoing situation in Ukraine, and aimed at jeopardizing India’s foreign relations with other countries.

 

Modus Operandi

 

The blocked Indian YouTube channels were using templates and logos of certain TV news channels, including images of their news anchors to mislead the viewers to believe that the news was authentic. False thumbnails were used; and title and thumbnail of the videos were frequently altered to increase the virality of content on social media. In certain cases, it was also observed that systematic anti-India fake news was originating from Pakistan.

 

With this action, since December 2021, the Ministry has issued directions for blocking of 78 YouTube based news channels and several other social media accounts on grounds related to national security, sovereignty and integrity of India, public order, etc.

 

The Government of India remains committed towards ensuring an authentic, trustworthy, and safe online news media environment, and thwart any attempts at undermining India’s sovereignty and integrity, national security, foreign relations, and public order.
